About Roxanne:

Roxanne Demo began working at the Village of Phoenix in July of 2012 as Deputy Clerk/Treasurer. In May of 2013 she was appointed as Village Clerk/Treasurer. She has been a resident of Phoenix all her life. She was employed with P&C/Penn Traffic for 32 years most recently as Executive Assistant to the Chief Financial Officer. 

About Laura:

Laura Gonzalez began working at the Village Clerk’s Office in September of 2012. In February of 2014 she was appointed as Deputy Clerk/Treasurer. She moved to Albany, NY in July 2000 from Argentina. She graduated in 2003 from Mildred Elley College located in Latham, NY obtaining a Business Management degree. After graduating, she and her husband moved to the Phoenix area. Outside of work she enjoys being a mom, spending time with her family, making jewelry, collecting coins and reading.


Responsibilities and services provided by the VILLAGE CLERK’S OFFICE:
  • Provides administrative support to the Mayor and Board of Trustees
  • Organize Board meetings, record and submit meeting minutes.
  • Have custody of all records, written laws and ordinances
  • Post legal notices, RFQs, and other documents.
  • Filing Local Laws and maintaining Code Books. Our Codes are available on our website.
  • Prepares and administers the annual operating budget.
  • Maintains accounts of all receipts and expenditures and ensures accuracy of recording and posting. Prepares abstract report and vouchers for payment.
  • Maintains records of personnel/HR for Village employees
  • Administering Oaths of Office to Officers and Employees, and Justices of the Village
  • Provides Notary Services to the public
  • Registrar of Vital Statistics
  • Responds to most complaints and FOIL requests– There is a 25 cent per page charge.
  • Acts as Elections Officer for all Village elections and referendums.
  • Prepare and collect annual tax bills.
  • Prepare property tax searches for the properties located within the Village of Phoenix, which would list any unpaid taxes and unpaid water, sewer and refuse for a particular property. There is a $25.00 charge for this service.
  • Billing and Collection of Water/Sewer/Refuse Utilities. – The Village utility bill is divided into three sections and is billed quarterly, therefore the office is sending bills out every quarter on the 15th day of January, April, July, and October. Finals should be requested when there is a change of ownership for properties billed by the Village of Phoenix. All unpaid utilities bills will be transfer to the taxes on December 31 for Village residents, November 16 for County Route 12 and County Route 57A, and October  for Town of Lysander. 
  • Collection of Building Permits – Although the Codes Enforcement Office approves and issues the building permits, the fees are collected by the Village Clerk’s Office. Building Permit Applications and Instructions are available on our website.
  • Games of Chance Licensing – A license is required to hold bingo and games of chance within the Village of Phoenix. More information can be obtained on the New York State Racing and Wagering’s website.

  • Where do I get a marriage license?
    • Marriage licenses can be obtained from The Town of Schroeppel clerk’s office or county clerk’s office.
  • Where do I get my dog licensed if I live in the Village of Phoenix?
    • Dog licenses are obtained from the Town of Schroeppel Clerk Office.
  • When is my water/sewer/garbage bill due?
    • Water/Sewer bills are due the 15th day of February, May, August, and November. Failure to receive the bill does not waive penalties.
  • When are Village tax bills mailed out and due?
    • The Village Taxes are mailed the last week in the month of February. Taxes can be paid in person or mailed to our office from March 1 to October 31st.
  • What is the Village’s Fiscal Year?
    • The Village’s fiscal year runs from March 1st through February 28th or 29th.
  • How do I report a street light that's out?
    • Contact the Clerk’s office with exact location of the light that is out. It is helpful if you provide the pole number, which is located on the front of the pole.
  • How do I get town, county and school tax information?
    • The Town of Schroeppel tax office can provide this information.
